Help with SC-2 with Old Lionel Fastrack 0-36 switches

Hi, I am having trouble getting my switches to operate with the SC-2 controlled by the CAB-1. They were working fine then stopped. The switches are wired for 14 volts with an old Lionel 1034 transformer. It appears that the SC-2 is receiving the wireless signal since the red light on the SC-2 blinks when the CAB-1 signal is transmitted. If I place a jumper across the post screws on the SC-2 the switch operates. The transformer is old and the actual voltage is a bit below 13.

A newer Fastrack switch, the one that doesn't need the SC-2 operates correctly with the CAB-1.

Any suggestions would be appreciated.
