I am talking steam era. Was the baggage car like in America behind the loco or tacked on the end?
The British version of the baggage car usually wasn't a full baggage car, but was more like the American combine car with cheaper seats (aka "third class"). Sometimes several could be seen on a train if it was a vacation destination, or sometimes one on each end, depending on needs. Having said that, there were "full brake" cars for parcels and lcl freight too.
