It sounds like your switches are powered by a separate fixed voltage source; check to see if that source is plugged in and/or not tripped. Also check for a loose or broken wire, possibly near the transformer's binding post.
Some users use the inner dials on a ZW for fixed voltage; if you are using a ZW check to see the dial is set to the correct voltage.
I use one of the variable controls as accessory power, and by mistake, have turned it off, thinking I was turning the one controlling the train--on more than one occasion. That would be where I would look first.
