I was told at one time that if you use ID code 99 that all the TMCC/Legacy engines on the layout will fire up. I have researched all my manuals and see no mention of this. 

So can ID 99 be assigned to an engine without effecting other engines on a layout?

The "ALL" engine 99 id only works for "second gen."legacy locos ( about 2010) to the present.

"First gen" Legacy locos and TMCC locos DO NOT respond to the eng 99 id.

?? Most users, 99 ID's would be a lot.??  What I thought, but the Fort Pitt Hi-Railer club assigned 10 number, of the 99, per member, which quickly became an issue.  Members would swap number,  add, or subtract, from other members. 10 was the old TMCC limit.   Problem was members would show at a train show with an engine not in the system, often it had the same number as another members engine.   We have worked on this a couple of times, on occasion still a problem.

I think the 10 limit number you are referring to is number of lash-ups you could create "TR."

I was not aware on the first generation and second generation Legacy point that was made

I know I call my ZW-L's engine 95 for some reason, and use that to power up the tracks.  I am sure if I did a search on my posts, I could figure out how/why I arrived at that.
