I realize my message could be taken the wrong way. All I was trying to do was propose an order of what is more likely VS less likely.
Again, the symptoms say it's getting a TMCC signal and responding to specific inputs- just each response results in horn, and while abnormal for run mode- perfectly expected and normal in program mode.
As such, since board modifications and soldering had to happen to install the volume pot on the TAS board, it's possible something went wrong there if this is not just the switch being in the wrong position.
You could check the R2lC socket on the TAS board and ensure that pin 22 for the Program/Run switch is not shorted to 3,4 AC Return AKA frame ground. Again, run operation mode is open circuit on pin22. I've attached both diagrams one of the backside since that is what you would easily be able to test for continuity using a meter with the R2LC plugged into the TAS board.
Hoping it's just the switch, but providing the extra detail in case you have to go down into further troubleshooting.
