I have a Cab 1L Base coming to match the Cab 1L that I have.
I will be sending in my Legacy #990.
Is there a way to transfer the data from the Legacy #990 system to the Legacy Cab 1L Base?

Why would you want yo do that?
Just to transfer the engines from the #990 to the Cab 1L Base while the #990 is in for repair.
Rather than entering each engine again to the 1L Base I thought there might be a quick way to transfer the data between the two.

Have you ever used the LSU software? You can backup the entire database on your PC.

Could I then hook up the Cab 1L Base and download the info to it?

Once you upload to the LSU software, you can restore your 990 when it comes back. The Cab1L base does not store your engine data. You have to remember the addresses. Your engines and accessories know their addresses and the Cab1L will control them as with the same addresses as your 990 until it returns.

No, but you may be able to print a screen shot of the Engine data tab display.
Then, when your legacy base is returned, you can restore the data if it gets cleared.
As others have pointed out the Base1L does not have a data base and does not connect to LSU. You would use LSU to download your Legacy base data to a PC. It contains everything from your RR name to base / cab channel, trains, etc.
If your base comes back wiped or they replace, you just connect, use LSU to dump your database back in and you are ready to go.
Also as others have pointed out since all the devices have an ID already the Base 1L will communicate fine with them as long as you address them properly. The database is more of a visual aid on Cab 2.

Now the only process to complete is the software download of LSU.
I've watched Mike's video "Legacy System Utility Instructional Video", however, right off the hop he indicates going to www.lionel.com to begin.
Doing this does not take me to the page the video indicates as the starting point.
In summary, I don't know where to go on Lionel's website to begin the LSU download.

Glomming on somebody else's thread here, is the data that is sent from the Legacy Cab 1L Base the same as the original Command Base?

The base-1L and the original Trainmaster Command Base both send out equivalent TMCC commands. One notable difference is that Base-1L can also transmit quilling whistle commands as sent by the CAB-1L. However, there are important differences that means the two command bases are not directly interchangeable.
Also hopping on the post with somewhat related questions...
Would those differences between the original and base1L be:
1, a true(ish) +/-8V RS-232 serial port?
2, Absolute speed steps sent instead of relative?
3, What else?

For one difference, it's my understanding that you can't connect the BASE1L to the Legacy base with the serial cable. This makes perfect sense to me, the Legacy base talks directly to the CAB1L, so that connection wouldn't be needed.
