There are a bunch of layout software packages on the market. Just grab hold of any train magazine and thumb through the pages. You will probably find two or three advertisements. You can also Google 'model train layout software review'.
I use RR Track but there are others out there. If you are using Atlas O track you could even get a free package from either Atlas O web site or if they don't offer it anymore from another forum member.
There are a number of CAD packages to help with layout design, my favorite is AnyRail, which has a free demo available. However, I've found that designing a layout from scratch is easier using pencil and paper, and then using the CAD program to nail things down. It's still easier to change ideas and concepts on paper, and then the CAD can verify curve radii, check clearances, and even generate a bill of
materials.
