so I'm working on a loco on the bench that I've been struggling to get to respond to the TMCC commands. After some time, I finally got it today but in the process I found that on my test bench which is just 5 feet of track with a Z4000 and a legacy base, when I hooked up the TMCC base locos would not respond to commands from the legacy base. I hooked up a second legacy system and got the same results. Has anybody else seen this happen?

When you say the TMCC base and Legacy base is hooked up, what do you mean? 

The only correct way to hook these for use together is using the provided "Y" cord that came with the Legacy base.  Use the connection marked "TMCC Base" to the TMCC base and connect the Legacy base to it's connector.  Only 1 wire can go to the track and that would be from the Legacy base.  The TMCC base "U" connector must NOT be connected.

Page 8 of the current Legacy manual shows the proper connections for using both Legacy and TMCC bases.

Thanks Marty that was my mistake I did hook them both to the track, rookie mistak. I was more focused on solving this issue than messing with that. I only ever use the legacy base but this time I plugged in the CAB1 to see if there may have been an issue with the Legacy system.

It was my lack of thinking and working out of frustration. I should just throw that CAB1 away, I don't even know why I have it or where I got it.

I find it interesting that TMCC and Legacy MUST be connected via a the "Y" cable, as I have connected them both via the "U" posts and both worked at the same time.

I did not have that experience with this. My attention was directed to the loco on the bench and not the Legacy or CAB!. It was when the Legacy ceased to function and the the CAB1 was spotty that I was like WTF!!! In my haste to find the issue with the locomotive i over complicated my test bench. Once I'm through Mount Project I am going to remodel my shop for better work flow and performance.
