Power the Legacy Control (cab2) before adding track power.
My guess

Actually, more correctly, power the Legacy command base first, and you want to do that before you power up the CAB2 anyway.
Don't offer advice often and this is why, left out a step. nuf said

Brent,
It happens. You gave it a shot based on what you know and your intentions were good. That's all we can do but the effort and response hopefully is well taken and appreciated.

i tried as suggested but same thing happens
If it powers up immediately on the same track where other TMCC/Legacy locomotives run normally, it seems it's having an issue with signal reception.
Since this is new, I'd return it.
grj if i change the signal on the command base would that have any effect on it?
How do you plan on "changing" the command base signal?
on the bottom of the base is a button that changes channel/signal i just tried it again and the loco started up when power was applied , i turned it off and did it again and the loco didnt start till i addressed it could the transformer be doing it?
its a 1950s zw
The Legacy command base channel ONLY pertains to the CAB2 to base communication, it doesn't change the track signal at all. Obviously, if you don't have the command base and remote on the same channel, it won't work, but the remote will also be sitting there telling you it can't find the command base.
When you issue commands on the CAB2 keypad, or control buttons, does the LED on the command base flash? If so, the command base is alive and well and talking to the CAB2.
yes that works light blinks
In that case, if other TMCC/Legacy locomotives run and this one doesn't it apparently has a problem.
Did you try reprogramming it?
yes after reprogramming loco its works fine its the next day i find a problem, also i noticed if i turn on track power slowly the loco starts but if i do it fast the loco lights go on and waits for a command
