Found myself re-looking at a few Lionel video's, one was on the hook up of the Legacy System.

It is more than very simple and I experienced zero problems, (one loop). I have 3 loops.

Question: The black wire that is connected  to the outside rail.

With 3 loops , each powered with a PH180, should I have connected a black wire from each track ( 3) to the Legacy 990? I do not have them connected today but am thinking about it. Until this week all worked OK, now I experiencing some blinking lights on one engine. 

I am also using the Antenna - MANCO EARTH-GROUND BREAKOUT. One wire is connected to a terminal strip for one loop. Should it be connected to all 3 loops. The second wire is snaked around all 3 loops.

Alternatively, you can connect the commons of the three PH180s and then connect any one of the three to the Legacy 990. I do not have them connected today but am thinking about it. The earth ground should not be needed unless you have signal issues. The earth ground should not be connected to any track terminal. 

That wire would lie between "loops" or two areas of multiple loops. Typically, this happens when one loop passes over another.

Follow Keith L's suggestion and connect the Legacy base wire to all three common wires.
