Headlights flashing, trains come on when power turned on. One TMCC accessory starts up. I have checked all the wires and nothing is loose. Any ideas on what the cause is or how to trouble shoot.

Is the one working TMCC accessory on the serial output, or is it also a track-signal accessory?

hook up your legacy to a short section of test track. if problems are the same legacy system is bad and needs to be returned to lionel. and remember if you are a veteran shipping both ways is free, you just have to inform the operator or state that in the email.
