It seems to me that the sound isn't as loud in the new Legacy engines as the Vision engines.

I'm comparing the SF Northern, u33c  as new legacy to the Genset and Ge Evolution. The volume is manually all the way up as well as the legacy.

Have any of you encountered this? Are there better speakers?

I think it has been determined by extensive government studies that running model trains with high volume levels is hazardous to our hearing and the overall audio gain had to be lowered to meet these new strict requirements. But seriously the train brake slider switch setting and labor control have a big impact on the overall volume.  Newer legacy locomotives volume controls have been designed around the features of legacy 1.3 or higher. I still have to agree that the earlier legacy locomotives were much louder and the same goes for RS 4.0 and 5.0 sound systems.
