Lionel 18089 CNJ camelback not responding to program

Have you tried it with the TMCC remote?  If you switch it into program, does it run only in one direction in conventional mode?  That would indicate the PGM/RUN switch may not be working.

I dont have a TMCC remote, just the DCS one.  In conventional mode, doesn't matter which way the PGM/RUN switch is. Engine runs fine that way. 

In that case, it sounds like the PGM/RUN switch isn't making the connection.  If it's in PGM, it should lock the locomotive into one direction.

appreciate the info.  Let me go & test it again just to make sure.  What would something like that run to be be fixed?  I can get a refund up to 100$. I'd like to keep the engine, as it looks great, but dont want to more money than that into it

If it's just the PGM/RUN switch, probably peanuts, maybe $20-25.  If it's the R2LC, figure on around $50-60 for a repair including replacing the board.  My bet is on a broken wire or defective PGM/RUN switch.  Obviously, I quoting what I'd charge, I have no idea what someone local to you might charge.

I just tested it again on the loop of track I have around the tree (just a transformer)  and the PGM/RUN switch does lock it in one direction. I tried it a few times. So, the switch is making contact. 

The switch is also obviously connected to the R2LC.  At this point, I'd say you may be doing something wrong with the programming procedure through DCS.  I'd try it on a TMCC/Legacy layout with a real TMCC or Legacy remote.

I dont have the option to run it on a TMCC equipped layout.   I tried doing the same thing to another TMCC engine I have & I was able to change the address.

Don't know what to tell you.  The fact that it's silent seems to suggest it's receiving the TMCC signal.  The fact that the PGM/RUN switch is obviously functional seems to suggest that it's not a switch/wiring issue.  My first step would probably be to pop a new R2LC into it and see if that helps.  Obviously, the motor driver board is operational.

I wound up sending itback. I took the shell off & a lot of stuff didn't look right.   The seller was cool & I got a full refund. Appreciate the help though!
