The 646 is really the 2046.  Most of the parts, except for the shell, start with a 2046 prefix. There are also a lot of 2035 parts in this loco.  I think the part your talking about is the lever in the valve gear assembly. To free the lever the shell has to be removed. There is an aluminum pin with a head that slides in the valve gear retainer. One on each side. The pin just slides out. It is retained by the shell.  Once the shell (boiler casting) is removed the pin is free to slide out. This locomotive was remade, so most of the parts are still available.

Thank you for the information.  Yes, the aluminum pin with a head that slides in the valve gear retainer was the what I was questioning.  Those familiar with the Lionel 682 S-2 Steam Turbine, the pin that holds the lubricating lever to the shell has a hex nut.  However, the hex nut is not threaded, but rather pressed into the shell.  If you attempt to remove it with a small ratchet wrench, you will strip the nut, and have to extract the pin with a tap.  A lesson unfortunately I learned the hard way.  Did not want to repeat that mistake with the 646 so good to know the pin for replacing the rods on the 646 slides and is not pressed into the boiler shell.  Thanks, again, for the reply.  Urbie
