If you want to troubleshoot Lionel and their manual- by all means, just don't shoot the messenger.
I think you could poke holes in how they used "O-72 gauge" as well.
And yes, likely it was intending diameter.
Something got lost in the translation to/from Chinese.

Mine negotiates O-72 track fine, but the tender struggles (i.e. derails) on Super Snap O-72 switches at slower speeds. The wheel configuration just can't handle that size switch too well.

No matter where they placed the business, or when, and no matter if they generated the content in house or subcontracted it out, Lionel has the ultimate responsibility for ensuring that these are correct.
The buck stops at someone's desk in Concord, or in Mt. Clemens before that.
No need to go anywhere overseas.
