Is this loco prototypical of a loco that pulled the Royal Blue?

Yes - B&O used 4-6-0 locomotives built by Baldwin on the Royal Blue 1896-1901. Source: The Royal Blue Line by Herbert Harwood.

I think the catalogued engine is a NYC prototype in B&O livery though, correct?

It may be. I have not seen the new Lionel cat. My reply to the OP was addressing the wheel arrangement. I wouldn't be surprised if Lionel was putting B&O lettering on a previously released locomotive ... it's cost effective for them do do so.
Thank you all.
It is based on a NYC prototype, although the headlight looks unique to the Lionel B&O version in the catalog.
Does anyone know where I could find pictures of this B&O loco and/or if #1315 (Lionel loco) is a real B&O 4-6-0?

Check with the B&O Historical Society.
The book titled " The Royal Blue Line" by Herbert Harwood has a nice photo of a B -14 B&O ten wheeler #1322 taken at the lower level of Camden Station. Unfortunately I can't post it due to copyright laws. If you have access to the book, check it out. It contains a historical timeline of all the locomotives used for the Royal Blue from the trains inaugural run until its final year.
I have that book and I’m impressed with how close the coaches modified by Lionel are reasonable representation to the originals.

another is B-19a class #2037
Thank you for the photos.
Looks like #1316 is sort of close to the Lionel model.
I did preorder it just a few minutes ago.
And thanks to everyone for your helpful comments.
