Lionel 6-18860 Pratt Hollow Locomotive - locked in neutral?

Can not download from Lionel the Owners Manual - frustrating.  The Pratt Hollow powers up, sounds, lights all work.  Locomotive appears? to be locked in Neutral.  This locomotive has RailSounds.  No Trainmaster was included in the box.  Powered by a ZW transformer.

 

Can anyone inform me how to unlock it?  Absolutely no movement, forward or reverse.
