romiller49 is correct.  Your engine shows signalsounds.  That is a 24 pin board located in the tender.  I would pull the board and plug it back in.  If that does not work, you may need a replacement.

 

For the smoke, look for a broken wire at the on/off switch.  That is a puffer unit.  Check the out ent of the smoke heater to be sure it has not broken off the solder joint to ground. 

 

Did you buy the locomotive knowing these issues existed?
