So i get this NOS old school caboose...cannot get it to take a new #ID in any mode...nope CAB 1 or CAB2 The crew sounds come on random. Yup, got power to the lights etc., Tried every possible configuration on my CAB2 to ty and program it..no dice. Any ideas?

That is a "Trainsounds" caboose which are different from other talking cabooses. I am not sure they can be programmed in TMCC. Although they say they are command compatible I think they were made to work in conventional primarily unlike the original railsounds versions which do not function without TMCC.
I believe you are correct. After fussing with it for an hour a gave up. Well it looks good at the end of my LIonel Lines consist with the GS4 at the front What I dont understand is why there is a run/pgm switch on the bottom if they cant be programmed in TMCC?
I got this manual off the Lionel support site for a sister trainsounds caboose, Southern Pacific 6-29835, that I hope will apply to your caboose. Found by searching trainsounds caboose on the Lionel support site.
Other possibilities why you can't program are that the circuit boards inside the caboose need to be seated properly (loose from handling over the years), ditto cable connectors, and make sure the antenna is connected (I don't know where the antenna is, but I suspect it is a metal strip inside the caboose glued to the underside of the caboose roof, with a wire to a circuit board.

I was determined and figured it out. Named it a PASS car went to TMCC, RS and it took the new eng# Success! The crew guys Bostonian accent in the caboose made it worthwhile! Then I built a TR with all separate numbers All is right with the world..for now
