Ehh, could be a board problem. I saw that listing. Factor in the cost of a new RCMD (cs-691RCMD080-p) for that model since it's probably going to end up needing one.
Could also be the transformer they were using as well
Depending on the sellers familiarity with TMCC/Legacy. Hopefully they are aware the command base has to be unplugged in order for the locomotive to switch to conventional mode.
Having said that. I vaguely recall some newer Legacy locomotives not running in conventional. Maybe try a forum search.
Or, the fella is using an older transformer, that doesn’t drop all the way to zero. Some older transformers have some lingering voltage even when you “think” it’s zero because that’s what the handle says,……there really is no “sometimes” works, ….if it’s got a board problem, the failures would be fairly consistent…….more than likely operator error, than locomotive error,……
