I found a Lionel Diesel Rs-3 without motor. And I have ordered this motor. My question is how is it wired? There appear to be only a red and white but which way do they go. No markings on motor.

You likely will need to test the motor for directional spin against the other truck as color is unfortunately not a reliable indicator. For what little it is worth, if you look at this wiring diagram, you can see that the red wire is on the fuel tank side:
I assume u can test this motor with a 9 volt battery?
Yep, 9V battery will be fine. Also, if it runs the wrong way in the engine, just swap the leads, no big deal.
You can... but the key is to get the polarity of the wiring so that both motors spin the wheels in the same direction when the trucks are installed facing away from each other.
