Lionel AC-9 Railsound switch

Finally getting my new Lionel AC-9 on the track, I wanted to make sure that the Railsound switch was turned on- it is located under one of the tender hatches on top. Instead of seeing On-Off, I see Rail- Sig. I assume Rail means Railsound(on) but am not sure what Sig(I assume it means off but would like to know why Sig is present there- any thoughts? Thanks-Rolf

sig is signal sounds only. Bell and whistle. No chuff or rev.
