Since this is an IR drawbar based loco and tender, with them separated or just the tender on the track it should come up in conventional. Obviously ensure the manual volume potentiometer is turned up.

Again, tender on the track by itself- should power on and then make whistle and bell with transformer based whistle and bell DC offsets.

FWIW, I have both one of these Century Club version (6-18058) of the 773 and the PWC version ( 6-31739) that came in the set. I had an incident at the local club where the tender had a failure of the Railsounds power board, and that in turn wiped out the Railsounds card. Never 100% knew what caused that, suspected possible phasing issue or other problem at the local club track when it happened. I had to search and search and eventually purchase a parted out tender from a dealer at greater than I wanted to pay cost to get back the exact original sounds since the soundcard was not available (and that was before the current parts situation).

I doubt and hope this is not your problem- hoping it's just something like volume turned down or the wrong feature code set in the engine.

Again, I would check conventional operation.

That said, I did not find the feature code reset value or number in the above linked manual and for the PWC 773 version, that code is 74 and this is the manual https://www.lionelsupport.com/...ents/73-1739-250.pdf

So, being not 100% sure, I think the code likely is 74, however the most basic steam code is edit 4.  So IMO, I would try 74 first, and if that did not work, then try edit 4 . Number 8 is Diesel- my mistake.  Good post on details of various reset codes https://ogrforum.com/...06#22970455034804206

TrainMaster Command Control operations Reprogramming your locomotive to restore features I f your locomotive is unresponsive to your commands in the TrainMaster Command Control environment, we recommend that you follow this procedure to reset your locomotive. All factory default settings will be restored when you reprogram the locomotive.

1. Slide the Command reverse unit switch to the PGM position.

2. Plug in and connect your Command Base.

3. Place your locomotive on the track, then power up the track.

4. Press ENG and enter the locomotive’s ID#.

5. Press SET.

6. Press ENG and enter the locomotive’s ID# again.

7. Press AUX1.

8. Enter 74 for this particular locomotive.

9. Turn off track power and wait ten seconds.

10. Slide the Command reverse unit switch back to the RUN position. At this point, your locomotive has been reset. Restore power to the track and operate the locomotive as usual. Be sure to use the ID# entered in Step 4.

Well then, time to open it up (the tender) because if it cannot work in conventional- we suspect the problem is there.

Maybe just an unseated modular card, either the power board or actual railsound 4.0 card.
