If they just sent the axle, the wheels and bearings must be pulled off with a puller and reinstalled on the new axle with a press.  They should have sent a wheelset; wheels, bearings and axle assembly.  In that case, you remove the two screws on the side of the center of the truck and remove the "H" shaped brace that secures the wheel bearing assemblies.  The wheelset lifts out and the springs will fall out.  They must be carefully positioned when reinstalling the bearing assembly (a real pain) and then the "H" shaped brace retains everything.  The brace may be difficult to remove.  It is a tight fit.

Without a press and the proper wheel cups plus the ability to use them, it would be much easier to order a complete 400E front truck wheel assembly which consists of the axle, both wheels, and two diecast bearings that, together with two springs, ride up and down the slots on the truck frame. Be sure to specify the wheel COLOR to match those on your engine.

Thanks everyone! The MTH technician said I should be able to just remove the bracket and replace...I told him I think you need to send me the whole truck assembly...he convinced me that I could just replace the axle (the axle came with the wheels attached). The engine also has an intermintent grinding sound when running...its a ps3 engine so that should not be happening....going back to MTH for repair...since its under warranty...this thing is a hot mess.
