I have a 6-12982.  The lights work when power is applied but that is it.  Looking at the parts breakout there is the motherboard, 691PCB1043, which is unavailable on the Lionel web site, and I can't fine it anywhere else.  There is also a 103E Unit, 691PCB1059, which is available.  $42 so it would be $21 with the 50% off.  I guess it could also be the can motor, but I thought it would be one of the two above. Any way for me to try an troubleshoot it to see which one is bad.  I would guess the motherboard, but I thought I would ask.  I have had apart, don't see any wires broken or pulled out.   I will just sell it for parts, if I can't get it to work.

I am not familiar specifically with the culvert loader. However with other items, you may need to ensure the drive belts are ok. Does  the motor make a sound when turned on, with no movement? If so, then check any potential drive belts or gearing.  If no sound, then the motor or board or some wire may be the issue.

The earlier version of the culvert loader uses module electronics where as the later versions use just a single circuit board. Yours being the earlier version were more problem prone than the later single circuit board version. However, the problem is usually   the 103 module that reverses the motor is what I have found. I would say your chances are better than 50% that is where the problem is.

As a postscript, you can check the motor. Be sure it is disconnected from any electronics so current can't back feed through. Set your transformer at it's lowest setting and touch the motor lugs just briefly to see if the motor vibrates. If it does, the motor is good. It will not harm the motor if done quickly.
