I have two O gauge loco's that are Lionel, and my question is can change the decoder in them to convert them to DCC?

Not to my knowledge. DCC is DC. TMCC is AC.

You can convert any three rail engine to run DCC. it's more an issue of cost and complexity. If the engine uses an open frame motor it will need extensive rewiring. If it has a dc can motor you can gut the engine down to a chassis and drive train and then install whatever you like,

AFAIK, one must be a certified MTH ASC to purchase PS3 boards. Has that changed recently?
