Lionel 6-81365 Amtrak FTw/sound Installed new board #691lLNCF029 I get lights, sound, but no movement forward or reverse . I checked there is no voltage to either motor. I also noted there is no surge in amps. Is their any thing else I can check or is this a defective board. ?

Sounds like the motor control board. Check for open Triacs and loose ones as well. I have had a few with bad solder joints.

Just to make sure- you are using the supplied Lionchief RF remote for this engine or a universal orange Lionchief remote? This engine will NOT run in conventional nor is it bluetooth enabled.
The blue connector is the motor wiring and that is plugged into the matching blue motor driver port of the Lionchief PCB.

Again, this is a pre-bluetooth RF only Lionchief board. The output motor drive H bridge is actually pretty beefy by comparison to some recent Lionchief boards.
I'm not saying one could not damage one, but again, way, way, way less prone that kind of damage and likely it would show witness heat damage from just such an event. If anything, the bridge rectifier too would have taken some of the brunt and might show heat witness (typically browning of the PCB).
Being a 2015 engine, this may not have the "remote not connected chirp sound" so power conventional- that is all it would do is sit there all day long, making sounds. It MUST be commanded by either the RF remote that came with the engine/set, or an orange universal Lionchief remote, or possibly, the orange lionchief remote in "hotspot" mode would then allow the bluetooth app to connect to a Lionchief RF only engine.
One would think that Lionel service would test an item before returning it to the customer.

If it's a 2015 loco, it's unlikely Lionel service was working on it. They only do warranty repairs now.
Is the locomotive specific remote being used, as mentioned by Vernon above? Does it have fresh batteries?

Sorry I never worked on LionChief on the larger engines triacs on motor boards have issues
