Lionel KL-23 (insulating washer) parts seller or alternate part

I am trying to rebuild some 022 switches I own and I am having the hardest time finding someone who has KL-23s (insulating washer) in stock. I have looked at a vast majority train repair stores and they don't have them at all or are out of stock. I haven't contacted Jeff at ttender yet but I figure I would ask here too for any stores that I am not finding through Google searches.

I looked at Smittys, hobbysurplus.com, Brasseur, Portline, Trainz and eBay.
