LIONEL LACKAWANNA LIONCHIEF PLUS HUDSON 6-82966. Grease Hole?

Does anyone know what this screw and hole is used for? Possibly for greasing the motor gear? Note that the discoloration shown to the right of the screw is an oily substance, with a build-up on the bottom of the frame near the wheel.

Grease hole would be my guess.
