I cannot get the Expander Cab 1 handheld to recognize my base. It scans and says it doesn't see a base???

It could have a problem. I presume you have tried another CAB2 and it can scan and find the base?
What version of software is in the Legacy base and CAB2 in question?
Also important to note that the "Cab2" designation belongs to Legacy equipment, while most here refer to the earlier TMCC equipment as "Cab1," even though it never officially had that designation.

Well, I "assumed" that he was speaking of the CAB2 being as he's talking about the #993.

Sorry Chuck, Lionel has called it the Cab-1 from the beginning so it has always officially had that designation.
Check the channel the Cab 2 is set at. Should be same channel as base.
PRR1950: And then - just to confuse things more - there's the CAB1L ('L' standing for Legacy) LOL.

In reality as soon as you turn on the Cab2 it gives you the option to "scan" to find the correct channel the base is on.
Changed the Cab1 to channel 3, the Cab2 just scans and cannot find the channel. I can't get it off the scan page.

Re: "Changed the Cab1 to channel 3," ... are you referring to the Legacy Base? (The Cab1 is the Original TMCC handheld and will NOT communicate with the Legacy Base). Lionel refers to the Legacy handheld controller as the CAB-2. Here's link to the manual.
Since you started the discussion with #993 expander in the title, I presume you already have a #990 Legacy set that includes a CAB-2. If you have only the #993 expansion base, it is merely a cradle/battery charger for a CAB-2 and has NO Legacy communication or control functions.
So, assuming you have a full #990 set alongside the #993 expander, does the CAB-2 that came with the #990 base work OK? Does it scan and connect with the #990 base on whatever channel you set? If so, the CAB-2 from the #993 set (scans but doesn't connect) is defective. If neither CAB-2 scans and connects, then the base is defective.

Your photo shows the channel is set for channel 1 on you Cab-2 unit. Are you not able to change it to the channel you want?
Have you verified what channel your base is set at?
On the #990, I can scan channels and all works fine with the CAB2. THe #993 will do nothing but scan, it does not read any channel nor does it let me go to any other screen except the one pictured above. I bought both of these on ebay around 2014. I am now just trying to use the #993. I may have bought a bad unit, not the first bad purchase from ebay. I switched the #993 to different channels and the remote changed with no problem.
