I have a Lionel Legacy Frisco F3 dummy A unit (34632) that won't let me set the engine ID. When I power up the track the lights come on but when I try to set the ID the lights do not flash. I have the shell off but I don't see any problems. The antenna looks okay and the R4LC board does not seem loose. Is the R4LC board bad? Is there anyway to test it? Can I get a replacement?

Start with the basics. Does the RUN/PGM switch actually ground pin-22 of the R4LC? I have R4LC boards if you end up needing one.
I've attached the pinout of the R2LC/R4LC boards to this post. If the PGM/RUN switch doesn't ground pin-22, that's your problem.

The PGM/RUN switch does ground pin-22. I removed the board and reseated it but no joy. Anything else I can try?
If the PGM/RUN switch is truly grounding pin-22, it should be in PGM mode. If you can't program it in a working TMCC/Legacy environment, something is broken.
How much are the R4LC boards?
