That it runs slow is a GOOD thing! There are plenty of too-fast running models of switching locos already on the market. In real life these locos couldn't exceed 45 mph, and I bet many of them never even went that fast.
That being said, a couple of things to know:
(1) Make sure the brake slider is not applied on your Legacy Cab-2, and set the momentum to a reasonable level.
(2) Others here on the Forum have reported that their switchers came from the factory without lubrication. You might need to go through the mechanicals (gearboxes, drive shafts, etc.) to make sure nothing is binding, and there's lube on the gears. Do a search, there are a couple of good threads walking you through the disassembly process. Not brain surgery, but know that taking it apart may void your warranty.
(3) Be aware that under Legacy / Odyssey 2 speed control, if a loco is designated a "switcher," the speed steps are cut in HALF for additional precision when switching. So speed step "20" on your switcher would be equivalent to speed step "10" on a road loco. I didn't think that Lionel still shipped locos with the orange identity modules. If you don't want or need this added precision, you can delete it from your Cab-2 and re-add it manually as a road engine. Then it will run faster for any given speed step and more like your other locos.
If it's still too slow for you, I'll bet you could find someone else that would love to have it, at a reasonable price ;-)
