The exact Lionel product number please.

Since this is a TMCC locomotive, I'd start by putting a 1uf 50V non-polarized cap across the coupler outputs on the tender motherboard. The cap should go right across the connector for the coupler, I typically solder them to the underside of the motherboard on the coupler connector pins.
If it fires immediately I would suspect a shorted triac for the coupler on the AD20 IR Rec. G
If the coupler triac is shorted, it's easy to determine, the coupler will get very hot after a few seconds. If it just fires but isn't smoking after a few seconds, I suspect a transient is triggering the triac, this is a fairly common issue.
coupler does not get hot.will try and find the part I need when I return from York , wish radio shack was still around ! thanks for the help guys.

Another friendly reminder: Although this may come as a surprise Radio Shack is still in business. It didn't shut down; just downsized a bit.

they are all gone in our area. last one closed 5 years ago or more
Even if you find a Radio Shack, their parts offerings are pitiful nowadays. The chances of them having the 1.0uf 50V non-polarized caps is probably very small! They don't even have it on the national mail-order site!
