Thanks Doug, but your reply still doesn’t resolve my question. Which “source” is correct, the website or the end flap?

According to page 6 on the parts pictorial. It has a "Motherboard Diesel With Oddyssey:

I agree with Norton and Rick0 if you have a layout with grades put it to the test that will tell you for sure

28819 is also listed on the parts page I posted the link to.
Lionel offered 2 different road numbers. Thus the two different product numbers. 28217 is #3020. 28819 is #3013
FWIW, I've got the B&O version of that TMCC GP30 from the same time period and it is indeed Odyssey equipped.
