What is the difference ,if any, between 6-38605 #94 and 6-18662 #1665 both 0-4-0 switchers

One difference is 9 years because the 6-18662 was released in 1998 whereas the 6-38605 was released in 2007. Beyond that, if you just google the product number Bob you can find alot of info about features of engines etc. You'll even see references made to OGR Forum Posts (and links) of when various aspects of particular engines have been discussed.
