If you are talking about the original Standard O cars, yes they are scale but they

lack the detail of the more recent cars.  The original Standard O cars were first made by Pola of Germany.  Lionel bought the dies in the early 1970's.

     If you are referring to the Lionel 9800 series, for example, Grampstrains is exactly right. The initial releases were 9801 (blue Sentinel), 9802 (Miller High Life), 9803 (Johnson Wax), etc. They were released in the 1973-75 era.

 

     These were scale sized for the first time, were of Pola origin and introduced Lionel's die cast metal sprung trucks. They did not have all of the minute detailing of today's Standard O equipment- separate ladders, underbody detailing, etc. but were larger than post war box cars and reefers.
