I just bought a Lionel TPC 6-14189 and the command base cable to add to my layout. I hooked it all up as the instructions and the Lionel Service department video says to. The only thing is that it just won't program and work. I apply power and the communication led blinks once and that's it. When I put it into program mode the light doesn't blink when I press the set button. No program and no power. What is the issue here?

What type of Command System do U have? TMCC or Legacy?

Both
You may need to add the 6-24279 #996 PowerMaster Bridge. I needed it so I could use the original ASC3000. Good luck.

Both TPC 300 and 400 had thermal resets. 15 amp/300 and 20 amp/400. Push to reset.
Try a reset
Aux 1
Aux 2
Then 0

I tried that, still no response. My issue is that I can't program it so I can then know the ID number to then reset it. It's like it's not getting the command signal.
What are you using for basic 18VAC power?
How is the TPC connected to the command base?

I am using a Right of way transformer to power it and it's connected to the command base with the db9 with the red and green wires on the end.

I have both
No, which Command Base is “THAT “cord connected to? With the red & green wire.
Fredstrains posted:The TMCC Base & Legacy Base need to be connected with the “Y” Cord. Read the Designations on the Cord. The Cable you are describing should be connected to the “Serial” Leg of the “Y” Cord. The U of the Transformer should be connected to the U on the Legacy Base! Push the Switch to Ptogram on the TPC, now TR1 and Set on the Cab, then push the Switch back to Run on TPC. You should be good to go!!
If you have connected the way Fred shows above it should work, solid comm light and flashing track light. The only other thing I can think of would be to switch the dat-com wires and see if it changes anything. I just fooled around with mine and if I unplugged the db-9 the comm light went dark but the track light continued to blink, plug the db-9 back and the comm light came on steady. If you have a different transformer I would try that also.

I just returned the one that wasn't working and exchanged it for one that works. Thanks anyway

I’m curious, did you have it set up the way I described??? Thanks,
