No, I don't believe that's possible without a data plan connected to the phone.
YES you can! Old phones are re-purposed as all kinds of wonderful things - train remote included! You do not need a data plan. If you turn the phone on it may complain that it does not have service or does not have a sim card (if you removed it). This is fine. You should be able to go past that screen. Specific method is different on each phone, but is usually self explanatory when reading the screen. To save battery and reduce messages you can put the phone in Airplane mode and then turn WiFi back on. This will keep the cellular antenna and programs inactive.
You will need to be on a WiFi home network in order to download the MTH software.
Open the Play Store app on your phone. Search for Wi-Fi DCS and download the app.
I have a couple of old phones that I use WiFi to download anything and everything in the Google Play Store. Andy is 100% correct, it's not a problem at all.
I have a Samsung Galaxy IIIS that has been replaced by a Galaxy 6, and no longer has Sprint service. However, it does connect to the home wifi and can still access the internet through the house account. I have also loaded the DCS app on it and await delivery of the wifi

The only caveat is that the phone or tablet bus be able to be updated to, and run, the level of operating system software that the app requires.

And that, my friends, is the fly in the ointment! I have a perfectly good 7" tablet, Android Samsung, that is running gingerbread and cannot be upgraded to the android version the wifi needs.
