Is there a way to change the color of the marker lights on a Legacy steamer without a 990 system using a CAB1-L. Also is there anyway to dim the headlight.

Are you referring to the "Marker lights" on the rear of the tender, or the "Class lights" on the front of the engine?
Class lights
As far as I know this no way to adjust class light color or the state of the rule 17 lighting without a Cab-2.
The WiFi application probably handles them, but no way I know of to change them with the CAB1L.
