MTH #999 Empire Express Shorting Prob.

I hope you can help me with a problem I am having with this #999 steamer that I bought from a forum member. The photos show a pin with a snap ring on the front truck. Here is the problem:

That pin is so low that it keeps touching the center rail and causing a short.

I took everything apart and it is made up of

That pin
The snap ring
A spring on the inside
A pivot bar and 2 screws

I do not have a diagram, but it all seems complete. That is. It does not seem to be missing anything and yet that pin rides too close to the center rail and shorts.

Any help is greatly appreciated.
