Well, you have four loops, so I'd say one TIU will suffice, at least for now.  You didn't mention if you have any yard tracks that might require another TIU for good signals.  You will also need some external circuit protection between the TIU and the transformers, the PW-ZW has a pretty poor circuit breaker.

How large are the loops?

   As usual Guns is giving real good advise.  Especially about the safety of the TIU, I use the 10 Amp Scott type breakers between my transformers and the DCS TIU. I ask the same question as Guns, how much track do you have on your layout loops, I ran my fair sized multi level DCS layout with just one TIU, it was properly wired with

stranded 12 gauge wire and had magic lights where needed.

Each of the three loops is approximately 16' by 10'. I have a small station area off of the third loop and also a yard with two tracks that have several coal accessories on them. At the Allentown show I talked with several individuals who suggested the TIU should be independent of the Legacy system and the center rail of each loop needs to be connected to the TIU (I have not done that). 

As for protection I have circuit breakers and fuses between the transformer and the tracks. I will attempt to draw this out.

So, 50-60 feet of track for each loop, sounds like it shouldn't be an issue as far as track signals go.

   I agree with Guns you should only need one TIU for that medium sized layout.

As usual I recommend some good multi strand wire for your DCS.
