I have an MTH PS-3 GS-4 Steam engine that has no power, sound or light in conventional or DCS . I am trying to test it on my MTH PS-3 test unit. Could not get the DCS to load the engine.  Can the test unit be used in conventional or only on DCS? The only thing I get when hooking up the test unit is the coupler light flash  then nothing.     Please Help. with any suggestions.

First off, for a PS/3 steam, you have to connect both of the boards to the tester and set the switches correctly.  Typically, you'll use your set of Golden Boards to allow you to test each board separately.  Do you have the instructions for the PS/3 testset?  Are you following the test procedures and setup?

The PS/3 testset works fine in conventional if you just connect a transformer for power.

Both Supercap and PV CAP should be down for O-gauge steam.

The Golden Boards" are a set of boards you normally buy with the test set that have special firmware to test all the outputs and functionality.  They can be used with your DUT device under test board to provide a known working board.  Typically you test each board with a known good board so you know which board is the problem.

If the amps go up past around .5-.6 amps, you have a problem with the tender board.  There is a certain amount of current when you first power up to charge the supercaps, then the current falls to a pretty low level.  However, there are some common mode chokes on the board that are a fairly common failure that will create a short, those were added to the EMI boards.
