Hello Everyone...and Happy Holidays!  I recently purchased a second-hand Lionel Legacy #6-28578  D&H GP38-2 diesel originally cataloged/delivered in 2008.  Based on the seller's very thorough description, I knew it would need a bit of cosmetic and internal TLC when I agreed to buy it, but the price was "right" to compensate for the work needed...plus I've been looking for one of these engines for quite a while.

The issue is that some sort of "static" occasionally plays through the speaker, or the prime mover (engine) sounds won't play at all. 

One scenario is that the engine will be running and sounding perfectly for a while, and then suddenly you can hear some background static.  The engine continues to run and respond to most Legacy commands, but there is static competing with the prime mover sounds making them sound somewhat garbled.  Interestingly enough, the horn, bell and coupler release sounds continue to work and sound fine--no static.  It should also be noted that the tower/crew talk will not function under this scenario.

A 2nd scenario is upon start-up there are no prime mover sounds at all (engine is silent)...yet the horn, bell, coupler release, etc. sounds continue to function and sound as they should.  It should also be noted that the tower/crew talk will not function under this scenario.

I was hoping one of the Lionel/Legacy/TMCC experts and/or repair guys here on the Forum would share their thoughts?  Are there any obvious things I should be checking for before looking for someone (or Lionel) to repair it for me?  It does look like someone else has been inside this engine--and may have even tried to repair this exact issue as the wire leads connecting the speaker to the 5-pin connection do not appear to be "factory".

First stop is to reseat all the boards and connectors, and then on the RailSounds audio board, use a PLCC puller and reseat the two socketed chips.  I have repaired a number of RS audio boards by the simple expedient of reseating the chips, and static and flaky audio are the exact symptoms usually observed.

Thanks very much for your reply, GRJ!  Could you dumb it down just a bit further for me, please, by describing what the RailSounds audio board looks like and explain what a "PLCC puller" is...and where I can get/purchase one?

Update 12/27/15...

I received my chip-pulling tool yesterday so I tried the "fix" recommended by GRJ above.  I reseated the boards and pulled the RS chips and reseated them as well.

Unfortunately it looks like I somehow made matters worse as now I'm getting no sounds at all, nor will the engine respond to any commands.  Just sits there with the smoke unit running on high upon start-up, and I can't even turn it off with the Legacy remote.

I tried to reset the engine, but can't even do that as all I'm getting is a rapidly-blinking cab light during the reset procedure.  It's acting as if it has an unknown engine i.d. # and is ignoring all commands from the remote.

I even tried to change the engine's i.d. #, but I'm getting the blinking cab light during that procedure as well.

The thought that I may have made matters worse is incredibly frustrating for me because I consider myself to be a fairly handy guy!  At least the engine was running fine before I attempted these repairs...it just had some occasional static and/or engine sounds drop-out.
