I recently bought a Lionel Legacy command set from Just Trains. I've plugged it in and I see lights, but the manual is a little sketchy on whether I have to load the software or is it preloaded?

The Legacy manual is kind of sketchy for beginners.

No you should not. All the Legacy units are shipped with the software installed which is current v1.4 if I remember right. You will have to load engines into the remote or set them up manually in the remote.

Correct, I was referring to the legacy module for the locomotive.

Good. Just remember you will have to assign an engine ID to the locomotive through the remote and then load the module for that engine into the remote.

When I received my second command base I had to load the operating software. If you do not get anything on the screen just put the correct blue module in, even if the software is loaded you will not hurt anything.

I watched the Legacy set up instructional video and the system seems overly cumbersome to me. However, kudos to Lionel for a rechargeable wireless controller. This will definitely be interesting to play with this winter.
I think after you run for a very short time with Legacy, any feeling of cumbersome operation will be gone.
