I haven't bought a new locomotive in many years but operate a basic layout with the standard TMCC system, It runs everything but MTH locos (unless I switch over to conventional mode). Will this system operate a Legacy locomotive that Lionel is selling?

Legacy locomotives can be operated conventionally with a transformer (usually just set a switch, check the engine's manual to verify), or operated via TMCC. You will not have access to the full suite of Legacy features, like the quilling whistle/horn, but you can still operate them.
I know Lee Willis has a bunch of Legacy locomotives and he runs strictly conventional and is quite happy with them.

Yes, TMCC will operate Legacy locomotives, and Legacy will operate TMCC locomotives.
Legacy is effectively the 2nd generation of TMCC, and they are cross compatible. There are a few Legacy tricks (quilling whistle etc) that TMCC can't do, but you can run the train like a TMCC locomotive (and still blow the whistle with TMCC, its just the standard blast rather than modulating.)
