Which should I swap out first or does it matter?

If your current TIU is #1, just unplug the old TIU, set it aside and plug in the new TIIU. However, replacing the remote is a bit more involved.

Is there a way to copy all my loco info from the old device(s) to the new?

If you have access to a PC running Windows XP or newer, you can use the DCS Loader Program 5.0 (available here) to upload your current remote's contents and then download them into the new remote. This will, in effect, clone your new remote to be an exact copy of your older remote, without disturbing the new remote's version of DCS.

Alternatively, you can  re-enter all of the old remote's contents into the new remote manually.
