He probably did "cut the throttle", but if the locomotive starts priming, i.e. drawing water, then closing the throttle doesn't really do much, especially with a dome throttle.

Don't have a clue how they do it in the UK, but for me, I learned a long time ago when coming to a stop under questionable conditions in regards to restarting, I would sand to a stop so I would have good sand already under the wheels for starting. Saved my butt many a' time.
