We bought a Legacy 990 for our club, and I've noticed some odd behavior out of the unit.  When you roll the speed knob to zero, the locos reach that point and stop, but then start moving again very slowly.  You literally have to roll the knob again to get them to stop.  It seems like a very low speed step, like roll.  I've searched the manual and can't figure it out.  Is this a defect?  A feature you can turn on/off?  My home Legacy system doesn't do this.   It's most annoying in yard ops.

We have a mix of TMCC and Legacy locos, all exhibit the same behavior with the new system.  Even a new AF Legacy loco we just bought did it too.  To my eye, it's like speed step 1-5.  It's just a creep.  

My home system is v1.52.  The club's is 1.6x. Would the club CAB-2 work alright with my base, or should I just bring the entire unit?

The most likely culprit is the CAB2.  To test this you should try another CAB2 with the base at the club.  For what you are trying to diagnose, your 1.52 CAB2 should be fine to prove that the new CAB2 could have an issue with the rotary encoder.

Which is why I suggested what I did.  I am also aware that sometimes there can be some "bounce" when throttling down but since he has a unit at home not exhibiting the same issue it's something to try.

This was directed at the other respondents Marty.  Guys, a CAB-2 should not creep at all.  Once you roll all the way down and peg the desired speed to the left (0), speed should go to zero and stay there.  Anything else is defective.

Understood.  I assumed since you have Legacy you are familiar with the operation. I have a couple of instance of creep but it was always me not be careful with the remote.
