when an engine is sitting on the track and not turned on via the remote, is it safe to assume the hour meter does not move?

If it has power the meter is running. If the battery dead, the board can power off before the hour meter data is saved.

I tested it today, you are correct. What if the engine had a BCR, would that d’energize before saving the data?

No. The data is saved.
I personally do not want any command engine sitting on a powered track section. The electronics are active whether the engines is doing anything or not. For longer life, have the track wired with a switch to cut power.
