I just got a set of Lionels MPC Wasbash passenger cars. Some of them have trucks that have a white frosted looking coated surface. Never seen this. What might it be?

A dremel and wire wheel will usually remove 95% of the white coating.
That is zinc oxide. Your trucks are corroding. Clean the oxide off with a brush, as soft as possible to avoid damaging the finish. Use wire, brass, or bristle. . I try to keep a light coat of oil on my zinc parts to avoid this. I also watch the storage conditions, they to keep RH at 40% or less.
They're metal So what is it?
I did clean and oil coat them The trucks following those seem to be a better quality
